How to get an ICV certificate in the UAE

An In-Country Value certificate states how much of what a company spends stays in the UAE — local suppliers, Emirati staff, investment. Government entities and the companies in the national programme use it when they award tenders. Here is the process, from the Ministry of Industry and Advanced Technology’s own guidelines (September 2025, version 1).

The basics

One entity, one score, fourteen months.

  • Issued through the Ministry’s ICV platform by a certifying body — a professional services firm the Ministry has authorised.
  • Based on your latest audited financial statements: IFRS, audited in the UAE, no more than two years old.
  • Valid for 14 months from the date those financial statements were issued — recertifying on the same statements does not extend it.
  • One certificate per legal entity. For years ending after 31 December 2024 the entity needs its own audited statements, not figures cut from a group’s.

The steps · Guidelines §3

Six steps, on the Ministry’s platform.

1. Register the company in NAFIS as a partner (nafis.gov.ae). 2. Register on the ICV platform, icv.moiat.gov.ae, with UAE Pass. 3. Fill in the Ministry’s ICV template from your audited financial statements. 4. Request quotes from certifying bodies on the platform, and accept one — accepting one rejects the rest. 5. The certifying body signs an engagement letter, then checks every figure against your records. 6. You complete the draft certificate; the certifying body reviews, signs and approves it.

How the score is weighted · Guidelines §4

Half of it is what you spend locally.

Service providers: third-party spend 50%, investment 25%, Emiratisation 15%, expatriate contribution 10%. Manufacturers swap third-party spend for manufacturing cost, at the same 50%. On top: an ICV bonus of up to 5% (revenue from outside the UAE, Emirati headcount, investment growth) and a sustainability bonus — 3% for service providers, 6% for manufacturers (advanced technology and sustainability). A trader counts as a service provider, unless it sells only one UAE manufacturer’s products.

What pulls a score down

Suppliers without a certificate count as zero.

Spend with a supplier that has no valid ICV certificate scores 0% — except UAE mainland suppliers, which get 10% automatically. Ask your main suppliers for theirs before the year is certified. Only salaries paid through WPS count in full; benefits paid outside WPS count only up to 10% of those employees’ salaries. And once a certifying body is engaged for the year, it cannot be changed without proper justification.

Checking a supplier’s certificate

Any certificate can be checked.

The Ministry’s platform has a public certificate check at icv.moiat.gov.ae: upload the original certificate document and it confirms whether it is authentic and still valid.

How we use these rules

Our ICV software does the gathering.

BRev ICV reads the evidence — payroll, supplier invoices, suppliers’ certificates — and computes the score the way the Ministry’s template does. The certificate is still issued by a certifying body.
