WhatsApp AI agents for UAE businesses

ChatGPT left WhatsApp on 15 January 2026, and Microsoft’s Copilot went with it. Meta’s terms now bar general-purpose AI assistants from the WhatsApp Business Platform. An AI agent that serves your own customers, about your own business, is still allowed. Here is where Meta draws the line, what an agent costs to run now that service replies are charged again, and what we build into the WhatsApp agents in our own apps.

Where Meta draws the line

Primary, not incidental. That is the test.

Clause 4.7 of Meta’s terms for the WhatsApp Business Platform, in the version dated 23 September 2026, strictly prohibits providers and developers of AI and machine-learning technologies, including large language models, generative AI platforms and general-purpose AI assistants, from using the platform to offer those technologies when they are the primary functionality, rather than incidental or ancillary. So the question is not whether a model writes the reply. It is what the customer came for. A clinic’s agent that books appointments and answers questions about its treatments is a business using AI to serve its customers. A number that lets anyone talk to a model about anything is an AI product, and that is what the clause bans. Meta also keeps the right to decide what counts as a similar technology. Build for the purpose of the rule, not for its edge.

Allowed, and not

What stays, what goes.

  • Allowed: answering questions about your services, prices, hours and location, from your own information.
  • Allowed: booking, moving and cancelling appointments, with confirmations and reminders.
  • Allowed: taking orders, quote requests, delivery questions and complaints, then passing each one to the right person.
  • Not allowed: a number that offers open-ended chat with a model, homework help or an “ask me anything” assistant.
  • Not allowed: letting WhatsApp Business data be used to build or train AI models. The terms let you keep an AI company as your solution provider, but your customers’ chats may not become its training data.

What it costs to run

Service replies are charged again from 1 October 2026.

Meta charges for each delivered message, by its category and by the country code of the person receiving it. Messages your customers send you cost nothing. Each time a customer messages you, a 24-hour customer service window opens. Inside it you can reply in your own words, and that is where an agent does most of its work. Outside it you can only send templates Meta has approved, and only to customers who have opted in. Service replies were free from 1 November 2024. From 1 October 2026 they are charged per message, and each business number gets its first 1,000 service messages a month free. Utility messages sent inside the window, such as a booking confirmation, are charged from the same date. The UAE has its own line on Meta’s rate card, and its marketing rate rose on 1 October 2026. Rates move several times a year, so read the current card before you budget. One practical effect: an agent that answers in one complete message, rather than a chain of short ones, now costs less as well as reading better.

From our own apps

construction

A foreman’s message becomes the day’s report.

In our construction software, a site engineer pastes the foreman’s WhatsApp message, a voice-note transcript or a photo of the daily sheet, in any language. The model records only what the report says: the date, the weather, who was on site, the work done and the materials used. Plain code then matches the names against the firm’s own workers and store. Nothing is saved until a person presses apply.

bookings

The booking chat has no AI in it.

Hajz, our booking app, takes bookings in a WhatsApp conversation in English or Arabic: which service, which day, which time, which member of staff, then confirm. It understands حجز, موعد and إلغاء as well as book and cancel. There is no model in that conversation, on purpose. A booking is a fixed set of steps with one right answer at each, and plain code gets it right every time, at no cost per reply. That is the first decision in any WhatsApp agent. Use a model where the words are messy and the answer needs reading. Use plain code where the steps are fixed.

Before you switch one on

Six things to build in first.

  • A person approves anything that commits the business: a price, a refund, a discount, or a change to a booking the customer did not ask for.
  • A way to reach a person in one message, and an agent that says plainly it is an AI.
  • Arabic and English from day one, answering in the language the customer wrote in.
  • Answers only from your own information: your price list, your hours, your policies. If the answer is not there, the agent says so and passes it on.
  • Meta’s signature checked on every incoming message, so nobody can post fake chats into your system. Our booking webhook refuses any message without it.
  • Only what the job needs is kept, and you know where it is stored. Names and phone numbers in those chats are personal data.

Questions

Questions owners ask before they switch one on.

  • Is ChatGPT still on WhatsApp?

No. OpenAI ended ChatGPT on WhatsApp after 15 January 2026 because of Meta’s change of terms, and Microsoft did the same with Copilot. Meta AI, which Meta builds into the app itself, is the exception.

  • Can my business still use an AI chatbot on WhatsApp?

Yes, if the AI serves your business: answering your customers, taking bookings, handling orders and support. What is banned is offering AI itself as the product.

  • Is the WhatsApp Business app enough?

The free app on a phone is for people typing replies. Software that reads and answers messages connects through the WhatsApp Business Platform, either directly with Meta or through a Business Solution Provider.

  • What does a WhatsApp AI agent cost to run?

Two parts: Meta’s charge per message, which depends on the message type and the customer’s country, and the AI model’s cost per reply. Service replies are charged from 1 October 2026, after the first 1,000 a month per number. We quote for building one in writing, after a call.

  • Can it reply in Arabic?

Yes. Ours read and reply in Arabic and English. Where the conversation follows fixed steps, plain code handles both languages with no model at all.

  • Will the agent promise things we cannot deliver?

Not if it answers only from your own information and a person approves anything that commits the business. Those two rules matter more than which model you choose.
